    Main Features:
    "Convergence" is defined as progressive integration of segments of the information and content industries, including telecommunications, broadcasting, electronic commerce and data processing, into a single economic market
    - Scope of application includes services for the delivery of communications to users such as television, broadcasting and internet services, and network service
    - Purpose of this bill is to administer an orderly transition from the existing arrangements of traditional communications to a more complex globalized convergence environment to encourage entry of foreign investors and the improvement of technologies, which are vital in nation building and development, while protecting and safeguarding opportunities available exclusively to citizens of the Phils.
    - This bill organizes the industry into three (3) sectors, namely: the network and communications
    - service providers, 60% of its common stock shall be owned by Filipino citizens and juridical entities, and the mass media service providers, which shall be wholly-owned (100%) by Filipino citizens and/or juridical entities:
    a. "Network Service Providers" refers to an entity which is authorized to operate network physical facilities and related infrastructure and system
    b. "Communications Service Providers" refers to an entity which is authorized to provide communications services to the public by means of one or more network services
    c. "Mass media service providers" refers to an entity which is authorized to provide mass media service or communications service for the delivery of content to the mass general public
