This bill sets up the Film Development and Incentives
Board to promote the development of the film industry,
which is a potential exporter and dollar earner
- The Film Development and Incentives Board has the
power and function to provide incentives to producers
to encourage the production of quality films, and
to assist Filipino talents in the acquisition and
enhancement of skills, among othersA Cinema Evaluation
System is established to evaluate and grade feature
films not less than eighty (80) minutes in length
and intended for theatrical exhibition
- Films graded by the Board as Grade "A"
and "B" are granted privileges such are
100% or 65% Amusement Tax Incentive and Exemption
from Censorship

This bill sets out to create a new Board with the
primary functions of classification, review and limited
censorship with the end-view of enabling various sectors
of the motion picture industry to participate in the
review and classification process and paving the way
for the film industry to undertake self-regulatory
functions
- The MTRCB Managing Board is formed tasked with policy
formulation, development and implementation and administrative
supervision f the MTRCB
- A Review and Classification Committee is created
which shall directly perform the work of review and
classification, including monitoring of exhibition
of motion pictures and television programs
- All motion pictures, television programs and publicity
materials for public viewing are classified into various
categories. Films may be classified into "G"
or "General Audience", "PG" or
"Parental Guidance, "NC" or "No
Children Below", "R" or "Strictly
for Adults" and "X" or "Not for
Public Viewing"; Television and Cable Television
into "G", "PG" and "D"
or "Disapproved for Television broadcast";
Publicity Materials into "G" classification
only
- Films
and motion pictures classified as "X" may
be submitted for 2nd review after which shall be automatically
submitted for review of the Committee en banc to give
directors and producers a chance to defend the material
