may be granted the privilege of buying assets of TRANSCO,
end-users are given immediate relief from the purchase

and exempting from payment of PPA or PCA end-users
consuming less than 75 kwh per month. PSALM is also
granted the power of eminent domain as required by
RA 9136 to make sure that it fulfills its contractual
obligations
